The Youth Outdoor Engagement Commission was established in 2015 by Session Law 2015-144 under G.S. 143B-344.60. Under G.S. 143B-344.60 the Commission shall advise State agencies and the General Assembly on the promotion of outdoor recreational activities, including, but not limited to, hiking, horseback riding, boating, sport shooting and archery, bird watching and wildlife watching, camping, swimming, hunting, trapping, and fishing to preserve North Carolina’s outdoor heritage for future generations and use grants and programming to promote the outdoor recreational activities.

Description of Work:
The North Carolina Youth Outdoor Engagement Commission (YOEC) is accepting applications for a YOEC Deputy Director (Program Officer).
The North Carolina Youth Outdoor Engagement Commission (YOEC) is a state agency that operates with funding from the NC General Assembly and donors. The YOEC mission is to encourage and strengthen young North Carolinians’ connection to nature by providing opportunities to engage with the outdoors. We envision North Carolinians engaging with the state’s diverse natural resources and developing a lasting appreciation for the outdoors.
The Deputy Director leads departments in fulfilling the agency’s strategic vision, overseeing all aspects of grants and programs, and managing the daily operations of the Commission.
Responsibilities:
- Lead departments in realizing the strategic vision of the agency by expanding the reach and impact of grants and programs.
- Oversee all aspects of grant/program management, development, and evaluation.
- Support the Executive Director in developing, evaluating, and implementing the agency’s strategic plan and communicating ideas with board members, legislators, and stakeholders.
- Identify areas for agency, grant, and program expansion and development; collaborates with stakeholders, community leaders, advocacy groups, and organizations to build outdoor learning opportunities for youth.
- Supervise daily agency operations and personnel, including the administration of departmental duties and responsibilities, staff training, and personnel reviews.
- Research, draft, and submit agency reports and recommendations to the board, North Carolina General Assembly, and other stakeholders.
- Attends community engagement events across the state and represents the agency at conferences, festivals, events, public meetings, and civic meetings, and one-on-one meetings with community and state leaders.
- Report to the Executive Director.
This is a Full-Time Exempt position. The schedule associated with this position is Monday-Friday (8:00am – 5:00pm), which is 40 hours per week. This position requires occasional weekend, evening, and overnight shifts. This position requires regular travel across the state to attend meetings, events and conferences. This position is based at the YOEC-Raleigh office, located in the NC Wildlife Resources Commission Building (1751 Varsity Drive, Raleigh, NC 27606).

RECRUITMENT RANGE: $55,000 – $70,000
Minimum Education and Experience:
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience in the area of assignment, including two years of managerial experience in the public or private sectors involving significant decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s);
OR
an equivalent combination of education and experience.
