Justin Burr is Executive Director of the NC Youth Outdoor Engagement Commission and President of the NC Outdoors Foundation. He joined NCYOEC in 2019 after serving 10 years in the North Carolina House of Representatives, representing the 67th District which consisted of Stanly and Montgomery Counties.

Layne Randolph has been with the Commission since 2022 and is the Deputy Director. She is an environmental science major and responsible for budgeting, fundraising, and grants administration.

Noel Parra is the Program Manager at the Commission and has a background in youth outdoor education and natural resources conservation. She leads the Trailblazers program and works closely with NC educators.

Jack Kessler is the Communications Manager, responsible for the Commissions’s public relations and marketing activities. His background is in communications, graphic design, videography, and non-profit marketing.

Mason Lewis has been with the commission since 2026 and is the Finance Manager. He is responsible for budgeting, fundraising, and grants administration. He holds an MBA and has a background in finance.
